Instituted 27 January 1900 by Kaiser Wilhelm II. (1900 1918 issue). Constructed of silver with gilt, consisting of a Cross Patte with ribbed arms, the obverse with a central gilded medallion bearing a raised monogram of Kaiser Wilhelm II with a date of 1900, the reverse with an analogous medallion bearing an inscription of VERDIENST UM DEN STAAT (SERVICE TO THE STATE), within a laurel
