In bronze gilt with green enamels, marked "THE CONGRESS TO" on the reverse of the eagle, measuring 38. 8 mm (w) x 57. 5 mm (h) inclusive of its eagle and VALOR suspension, on its original full length neck ribbon with horizontal octagonal thirteen star cravat pad sewn in place, triple snap closure, intact enamels, extremely fine.
