It states that Hauptmann (Captain) Friedrich Mayer, Commander of Aerial Service Command 1 11 is awarded the Iron Honour Shield of Luftgau XI for his merits in target training methods. The document is dated to Hamburg on October 7, 1942 and signed in blue crayon by General der Flieger Ludwig Wolff (18861950), a recipient of the Knights Cross of the War Merit
